Business, Government and Society

The course aims to increase students' knowledge and understanding of the public economy aspect of the overall national economy. After studying this subject, one acquires knowledge for critical thinking and analyzing the impact of the implementation of various policies on all elements of the public sector.

Prerequisites:
Learning Outcomes (gained knowledge):
  1. Acquiring knowledge about the functioning of the state apparatus, ways of making decisions and creating economic policy.
  2. Mastering a critical understanding of policy analysis of the most important areas of public expenditure using economic methods.
  3. Understanding the operation of the public sector and its efficiency in the realization of economic, social, educational and other functions.
Subject Contents: Efficiency of the economy, role of the state, efficiency and fairness in distribution.
Theory of public revenues and expenditures
Public choice, politics and economics, public and private sector efficiency.
Analysis of public revenue and expenditure policy and state policy
Health care and possible forms of reform.
Pension systems and possible forms of reform.
Social assistance, distribution of state aid and possible forms of reform.
Taxation and economic efficiency of taxation
Fiscal policy
The impact of a negative budget balance on fiscal policy.
Financing the deficit and creating a fiscal consolidation program.
Analysis of the quality of decision-making on fiscal stability
Teaching Methods and Learning Activities: This course will be delivered by means of lectures and exercises. Theoretical issues will be introduced during the lectures, which in turn will constitute the basis for exercises and classroom discussions. Handouts indicating detailed learning outcomes and content of the lectures as well as recommended reading will be distributed during the lectures. Teaching aids: use of multimedia projector, distribution of lecturer’s notes, lectures’ handouts and printed educational material. Lecture & tutorials (tutorials including moderated on-line forum discussions)
